Warrant issued for George Robert Lyons – the man that says he’s engaged to be married to Grand Forks prosecutor

George Robert Lyons, the man facing sexual assault charges for abusing a minor in Polk County, Minnesota, is now facing four new charges in North Dakota for felony Gross Sexual Imposition.

According to the Clerk of Court’s website, the charges were filed today and there is a warrant for Lyons’ arrest.

Lyons was arrested by the East Grand Forks Police Department on January 6, 2016, and charged with 1st and 2nd degree sexual assault involving a child victim.

The George Lyons case has been extremely disturbing since the beginning.

According to the formal Complaint in the Polk County, Minnesota case, extremely disturbing allegations began to be made by children against George Robert Lyons as early as 2012.

Records show the Honorable Dennis Murphy issued an Order For Protection against George Lyons and found he had in fact sexually abused a child.

Yet – it took the East Grand Forks Police Department until January of 2016 to charge Lyons.

Upon his arrest in Minnesota, Lyons announced he was engaged to be married to Assistant Grand Forks State Attorney Jodi Bass – something the Grand Forks States Attorney Office has never commented on.

Today’s charges against Lyons come as astonishing details about the East Grand Forks Police Department’s involvement with a national profile kidnapping case and child porn trafficking ring becomes known.

EGFPD Police Chief Michel Hedund as been officially advised by Timothy Charles Holmseth, that a Motion is being prepared for filing in the Minnesota District Court and will be filed by Holmseth.

The Motion is supported by an extensive statement and timeline that details a criminal conspiracy between Lt. Is there a psychopath working as a police officer in Grand Forks, North Dakota?

There is news to report in the case of the two severed human fingers found on a picnic table at Red River Valley Campground in East Grand Forks, Minnesota.

Police records show a Grand Forks police officer could be the person that obtained the two fingers for public placement at the campground.

BACKGROUND

On May 26, 2016 a family staying at the campground in East Grand Forks contacted the police after finding two human fingers sitting on a picnic table.

The identity of the fingers’ human origin became a mystery that would need to be solved by the Minnesota BCA crime lab using DNA.

In June, 2016, Write Into Action initiated an independent journalistic investigation into the case involving the two fingers at the campground. The investigation would run parallel to Write Into Action’s existing investigation into a police shooting of an unarmed man in Grand Forks where the victim had two fingers blown off.

On August 25, 2016 the East Grand Forks Police Department issued a news release stating the fingers found in the campground matched a 23 year-old male that suffered great bodily injury in a fireworks accident that occurred in Grand Forks, North Dakota on April 30, 2016.

The remaining mystery surrounding the fingers was the question of how the human body parts made their way to the picnic table across the Red River at a campground.

Write Into Action is now reporting the two fingers found at the campground are in fact connected to the police shooting case.

The connection is Grand Forks Police officer Jerad Braaten.

On February 28, 2015, UND police officer Jerad Braaten emptied his clip into David James Elliott in the parking lot of Altru Hospital.

Elliott was holding his cell phone to his ear at the time of the shooting because he was talking to an officer over 911. Elliott knew he was going to be shot and arranged via 911 to personally meet GFPD officer Matthew Bullinger in front of the Altru Emergency Room. Before Bullinger could reach the scene, Braaten approached Elliott with his gun drawn, forcing Elliott to attempt to flee on four flat tires. Two of Elliott’s fingers were blown off because Braaten unloaded into Elliott’s head.

Write Into Action obtained Braaten’s body-cam from the North Dakota Bureau of Criminal Investigation. Although it captured no useful video because Braaten deliberately situated it wrong on his shirt, the audio captured Braaten and a female UND police intern cynically plotting against Elliott.

Braaten was reprimanded in writing by UND Police Chief Eric Plummer for actions he took regarding his police cams (his dash cam disappeared and his body-cam was found hidden underneath his squad car).

Within a year, Braaten was inexplicably hired onto the Grand Forks Police Department by Chief Mark Nelson.

In June, 2016, during Write Into Action’s investigation into the police shooting, Nelson issued a ‘Special Order’ that changed the GFPD’s retention dates for police-cam evidence of the shooting so it could all be destroyed.

Write Into Action is now reporting Jerad Braaten was at the scene of the April 30, 2016 fireworks accident.

Police records show Braaten filed a police report at the scene.

Braaten had access to the fingers that disappeared until they surfaced on May 26, 2016 in a campground.

North Dakota judge signed search warrant that named the wrong county

Pembina County police shooting cover-up – facts emerging

Yesterday, Write Into Action exclusively reported the official version of a police shooting in Pembina County, North Dakota is at complete odds with an eyewitness motorist that came upon the scene. READ

Such fact manipulation and public deception by law enforcement is only the beginning of what Write Into Action will be bringing forth in this case of gang land organized crime by Narcotics Task Force agents and their cohorts in North Dakota and Minnesota.

We will start with this.

On June 7, 2016 a District Court Judge in Grand Forks County, North Dakota signed a Search Warrant for a crime alleged to have occurred in Grand Forks County.

The problem is…

The alleged crime occurred in Pembina County, North Dakota.

On June 7, 2016, Special Agent Scott Kraft, North Dakota Bureau of Criminal Investigation (BCI), requested a search warrant for the vehicle that Clifford Edward Monteith III was riding in the night he was shot by Pembina County Deputy Brad Bowman.

The request for the search warrant is mentioned in the BCI files and clearly states the alleged crime occurred near Neche, North Dakota, which is in Pembina County.

JUNE 7, 2016 
1. Special Agent (S/A) Scott Kraft sought and obtained a search warrant for a 2007 Pontiac Torrent, bearing North Dakota license plate 912 AEH, in Grand Forks County District Court (please see Attachment #1, Search Warrant, for details). This vehicle was the vehicle driven by Rebecca Rausch at the time of the incident that occurred near Neche, North Dakota. CLIFFORD MONTEITH III was the passenger in the vehicle

But the Search Warrant is worded differently.

“As I am satisfied that there is probable cause to believe that the crime(s) of Assault on a Police Officer and/or Terrorizing have occurred in the County of Grand Forks, North Dakota…” the Search Warrant said.

The warrant appears to bear the signature of Judge Lolita G. Romanick.

North Dakota Attorney General redacts witness interview in police shooting – cites existing investigation – “Criminal intelligence information and criminal investigative information”

The North Dakota Bureau of Criminal Investigation (BCI) has finally turned over a partial audio recording of their interview with a police intern who was present and witnessed a police shooting in Grand Forks.

The audio was provided to Write Into Action.

North Dakota Attorney General Wayne Stenehjem’s office made redactions attributed to NDCC 44-04-18.7 – a statute that invokes confidentiality based upon “criminal intelligence” associated with “active criminal investigative information”. Criminal intelligence information and criminal investigative information – Nondisclosure – Record of information maintained. 1. Active criminal intelligence information and active criminal investigative information are not subject to section 44-04-18 and section 6 of article XI of the Constitution of North Dakota.

Write Into Action’s independent investigation has now discovered UNDPD officer Heather Hopkins lied to BCI investigators about the most critical fact surrounding the shooting of David James Elliott.

Immediately after the shooting in the early morning hours of February 28, 2015, Hopkins and Braaten were captured on audio from a body cam that is still recording, which Write Into Action obtained.

This exchange takes place:

Heather Hopkins: “Are all the officers gone?”

Jerad Braaten: “Yep, did you see him when he was trying to run him over?”

Heather Hopkins: “Yep”

Jerad Braaten: “I’m going to need you to file a witness”

Heather Hopkins: “Okay”

But – that’s not what Hopkins told the BCI a short time later.

Interviewing Officer: “So when the vehicle accelerates could you see the officer get spun out of the vehicle? Did he almost get run over?”

Heather Hopkins: “I couldn’t tell”

The BCI possessed Braaten’s body-cam, which was found hidden under Braaten’s squad car, so the BCI and States Attorney David Jones knew exactly what was said.

The Special Agent asked Hopkins if she talked to Braaten after the shooting.

BCI Agent: “At any point does Officer Braaten come back into the UNDPD vehicle? To talk you or anything?”

Heather Hopkins: “Yes, after the ambulance came and they took the driver on a gurney inside he came back into the car – and sat down inside the car.”

BCI Agent: “Did he say anything?”

Heather Hopkins: “He did say something to me. I honestly can’t remember what he said. I want to say he just asked me if I was okay. But, I don’t remember what he asked me. I know I asked if he was okay he said ‘yep’.”

Perhaps the BCI or States Attorney Jones should have reminded Hopkins that she claimed to have seen Elliott almost run over a police officer and that she ambitiously agreed to sign a sworn statement swearing to it.

The David Jones Elliott shooting was an attempted murder by a hit man working for the University of North Dakota Police Department in conjunction with officers from other agencies including the Grand Forks County Sheriff’s Office and Grand Forks Police Department.

Choice Financial to pay for 911 records of police shooting call?

The mysterious 107 minute 911 call recorded during pursuit and shooting of unarmed man in Grand Forks has never been heard by the public

Will the public soon learn why a Grand Forks man called 911 and stayed on the phone for 107 minutes until he was shot in the head by police in front of the hospital emergency room?

Choice Financial in Grand Forks has partnered with EGF Police Chief Michael Hedlund and the Grand Forks Herald in a campaign to show appreciation for the Grand Forks Police Department (GFPD).

Choice Financial is inviting the public to show their support for the GFPD by placing post-up stickies containing notes of ‘thanks’ on police cars that will be parked outside their bank.

Write Into Action is asking Choice Financial to cover the $500.00 the GFPD is charging Timothy Charles Holmseth (Write Into Action) for the transcription of the 107 minute 911 call made by David James Elliott the night he was shot in the Altru parking lot by UND police officer Jerad Braaten (who now works for the GFPD).

Write Into Action is conducting a journalistic investigation into the pursuit and shooting of David James Elliott on February 27-28, 2015.

Write Into Action has obtained evidence the Elliott shooting was actually a ‘hit’ by organized crime regarding a drug trafficking operation that involves corrupt members of the Grand Forks County Narcotics Task Force and Minnesota Pine to Prairie Gang and Drug Force.

David James Elliott was on the phone with 911 from shortly after the pursuit began to the moment he was shot six times in front of the Emergency Room at Altru Hospital.

All video made available by the GFPD thus far has David Elliott’s voice and words redacted.

Write Into Action believes the truth will lead to the criminal enterprise that caused the death of Andrew Sadek, the young college student in Wahpeton found in the Red River with a bullet in his head after law enforcement coerced him into acting as a confidential drug informant.

Other media outlets including Valley News, the Grand Forks Herald, and FOX have not requested the 911 records.

Write Into Action is the only media to request the 911 records of the 107 minute call following the 2015 police shooting that made national news.

The apocalyptic specter of lawless road warrior pirates ruthlessly pursuing and murdering citizens out on the open road is no longer a futuristic nightmare from a Leonard Cohen song – it has turned to a reality in North Dakota.

Public officials and law enforcement officers are collectively lying about facts and circumstances surrounding a police shooting of an unarmed man and State investigators assigned to investigate the shooting have clearly been instructed to cover it up by North Dakota Attorney General Wayne Stenehjem.

Write Into Action’s investigation into the February, 2015 shooting of David James Elliott has uncovered new photographic evidence that shows Elliott was not being legally disobedient – but was running for his life.

Police dash and body-cam video shows law enforcement did, in fact, attempt to harm or kill Elliott somewhere out in the darkness of the North Dakota highways – and then lied about it.

The new evidence begins to explain why Elliott suddenly fled police and then telephoned 911 for help – a 911 call that would last 107 minutes until the moment he was shot six times – three times in the head. The new evidence sheds light on the larger situation that involved thousands of pills that were found by BCI agents in Elliott’s vehicle after the shooting; felony possession of drugs that nobody was ever charged with.

Available video shows officers repeatedly assure Elliott that nobody is going to hurt him and he needs to stop his vehicle. The assurance by police that nobody is going to harm him is compelling, because although nearly every word Elliott says is redacted by the GFPD – official investigative records show Elliott repeatedly spoke of the police ‘shooting him’.

Write Into Action has discovered new evidence that Elliott was likely involved in drug trafficking with law enforcement officers and had cause to believe he was going to be killed.

THE NEW EVIDENCE – DAVID ELLIOTT’S RIGHT TAIL LIGHT

According to the official story, UND police officer Jerad Braaten shot Elliott six times in the Altru Hospital parking lot – moments after Elliott accelerated (on four flat tires) and bumped into a Grand Forks County Sheriff’s Office Expedition – head on.

Write Into Action has discovered photographic PROOF that Elliott’s vehicle was seriously damaged at some point during the bizarre two hour pursuit across multiple counties by North Dakota deputies and state troopers that admit they did not activate their red lights (which activates the dash-cam).

Deputies and troopers claimed they did not activate their red lights because they were only “following” Elliott during that time.

However – if the law enforcement officers ‘following’ Elliott did not activate their red lights, they certainly would have no justification in ramming his vehicle or attempting a PIT maneuver.

But something happened to cause damage to Elliott’s truck during the pursuit.

The problem with the damage to Elliott’s pick-up truck is – only one collision was reported during the entire pursuit; and that allegedly occurred at the very end and prompted the shooting.

However – by the end of the pursuit – his right tail light is missing and wires are dangling out.

Grand Forks States Attorney David Jones composed a letter to UND police Chief Eric Plummer summarizing the pursuit and shooting. In the letter, Jones said, Elliott refused to stop and “accelerated his vehicle toward Grand Forks Police and Sheriff’s Officer vehicles nearly striking two vehicles and leaving that scene at a high rate of speed.”

There were no mention of any other collisions other than the one police claim occurred at the very end.

Photographic evidence shows the GFSO Expedition driven by Deputy Andy Schneider has damage on the front right corner panel. According to the official version, the damage seen on Schneider’s vehicle was caused by Elliott at the very end of the pursuit only moments before the shooting.

ELLIOTT ONLY DROVE FORWARD

At that time, Elliott “accelerated rapidly,” hitting a Grand Forks County Sheriff deputy’s squad car head on, Weigel said. It was then that the unnamed UND police officer fired his weapon into the pickup, hitting Elliott, Weigel said.

Write Into Action prepared a frame by frame timed synopsis of what occurred moments before Elliott was shot.

At approximately 12:47:07 in the dash cam videos, you can see Elliott come to complete stop in the hospital parking lot in front of the Emergency Room, which appears to have been his desired destination. His tires had all been flattened by spike strips.

An officer can be seen running toward Elliott’s vehicle and he again proceeds forward at 12:47:11 (four seconds later).

At 12:47:21 the sound of shots being fired are heard (ten seconds after he proceeds forward)

At 12:46:25 an officer is heard saying, “shots fired, shots fired.”

No collision is seen in the video released by police, nor is the actual shooting.

The shooter, Jared Braaten, told BCI investigators he forgot to install his memory card into the dash-cam on the night he shot Elliott. He also said his body-cam didn’t pick up anything because he wasn’t wearing his regular uniform and it didn’t fit right.
